Preheat oven to 200 degrees. On a lined baking tray place the onion, garlic cloves, cauliflower and the fennel. Bake for 30-35mins until crispy golden. Remove from the oven and place in a blender with the remaining ingredients. Blend until creamy.
Pour into a heavy based saucepan and place over a low heat allowing the flavours to blend. Season with pepper and salt. Optional you can serve with a sprinkle of fennel seeds.
